There might even be more than 11 contracted "3rd eleven" players. Might only need to give 7/8 players a pseudo-contract. But I guess the reason to do it is to remove the disincentive for teams to sign > 22 players.

It's pretty tempting to suggest expansion to 10 teams and just have a weak ALC for a season, but I'm guessing the gap would be a bit too big to bridge. I just can't believe that there's no room for a guy like McNeill anywhere. So, it would work for new guys who have no simming average, you just have no formula to work out a simming average for unsigned inactives that they could play against? Hmmm.
