You could let the new teams have 3 rounds of drafts before anyone else to bulk up their team to a standard similar to the rest?
Well if you want to pick players who haven't played in ages it's your own risk really. The system doesn't just work on career averages. You could pick Ian Chappell if you wanted to but he'd be rubbish.
That's what I'd do with teams with new owners tbh. Rather than have people take over squads of different strengths, make all players from those sides available and let the new owners draft 3 players each from that pool of players.
As if current teams cant just keep their squads? Release whoever they want. So say for example Team A - Releases 5 players Team B - Releases 3 players Team C - Releases 1 player Team D - Releases 0 players Draft (random) RD1 Team B Team A Team C RD2 Team A Team B RD 3 Team B Team A RD4 Team A
