Lol, don't make them yourself, it doesn't work that way. They are supposed to come with the PCSX2 file.

Try deleting all the ini files from the ini folder.

Then make sure you've download the bios files, and have them in the bios folder, and also have a couple of files in the memcards folder (they should be called mcd001/mcd002). THen start it again, go config-configure, and selected the latest GSDX for graphics, Linuz for CDVD, and SPU2X for sound. Then set the bios to whatever (usually better to set it to wherever the game is from, either NTSC or PAL). If you don't see anything in the Bios drop down thing, click set Bios directory and set it to where they are located.

Then also click config-->CPU, and check all the shit on the left (EEREC, Vu0Rec, MTGS etc). Then try running again.

Does your computer have different accounts on the same one? Like an admin account and other user accounts?

Go to config-->configure and make sure everything there has something selected, especially the graphics plugin. Change it to the latest GSDX if it isn't.
