Everyone who is available from the top 25 is playing. Paying match payments isn't a choice, it's not stupid people just don't get the concept. There's no other option for the Roosters except breach the second tier cap and cop a fine next year like the ones you see published every year. So either; a) the NRL refuses and the Roosters cop a fine next year, which would be unjust b) the NRL make an exemption after realising the Roosters had no other option
I get the concept, they should have another 5-10 blokes signed up with their second tier cap and have budgeted correctly. Everyone gets injuries, some sides have it worse than the Roosters this season alone.
