    Depends. Multiple definitions depending on context

    (i) "He's all kind of h4x" - this infers that the player in question is ridiculously good for no apparent reason or that the player in question has had a ridiculously good game despite all indications to date being that he's useless. For example, "%AJ Son just scored 10 and only got hit for 122 runs in 10 overs. That's just ridiculously h4x"

    (ii) "H4X HE'S ACCOUNT!!!" - this infers that either you or the person this is being directed to is some kind of creepy stalker with all manner of (as yet unidentified) friends all over the forum. This is proven by knowing their login details in order to sign them with a club they have no interest in. This also never ceases to be amusing.
