    When you talk about dominating and commanding games, and then invoke Johns and Lockyer, not to mention in the context of Origin, I think it's pretty clear he's talking about ability, even if only potential ability.

    Nah he's quite clearly talking about the development stages, with the final stage being able to dominate and command games with the example of some halves who he believes went through the same phases throughout their career.

    Just the journalist making the most of the quotes he was given.
