Nah I would allow either, soft synthetic is slower where as hard synthetic is much faster. I would be Inclined to let in fast before slow, it really is just trying to match grass types and more often then not a club would play with a fairly low cut grass, of which an hard synthetic is more representitive.

I think any pitch type should be accepted tbph. Means more tactics will be involved when playing away from home.
