Does it make sense to say it if he's town?

Not really. He clearly knows of the existence of paranoid cops and realises the minuscule change of 2 hits on the first 2 nights. Given the early stage in the game, by far the most sensible thing to do is carry on investigating and see if he gets an inno. Then he's got two mafia in the bag. If not, it becomes clear he doesn't need to draw attention to himself as he's paranoid.

Yeah, pretty much. It could be a bus, (unlikely given he's drawn two names) and then he's in a great position to take advantage and even get doc protection. If not, he can easily fall back on the paranoid excuse and get a free mislynch.

It's not really an argument that a mafia player wouldn't draw attention to themselves like this, that's WIFOM territory.

Yeah. What's this gash about Rego being more guilty than Heef? This is a themeless game, it's guilty or not guilty. A careless error afaic.

Well first I'm not thinking under the assumption you're being a genius. Sorry dude.

But if you were mafia, it isn't retarded. Let's assume you are. Naming two guiltys would help your paranoid defence. If you'd given us one guilty we'd push for the other inno, and in giving us both names, the innocent and guilty, you'd have to give away one mafia member to keep up appearances (after all the only way to get mixed reports while getting them wrong is to get them all correct or all wrong). What's more you'd then be thrust into the role of pretending to be useful for town while trying to deceive them, which is difficult and as far as I can tell, not you. Far, far easier to pretend that you're a paranoid and useless cop after the reveal.

As for the other point about other cops, that's neither here nor there because as I've said, they've no reason to reveal themselves this early on. Especially considering that from their pov there's likely multiple cops. Your post has made them less likely to out, not more.

Of course there are other possibilities like you're just bored and want to share some info but ehhh, I'd rather not

Why would the game necessarily tell us if you are Paranoid anyway? Doesn't Epicmafia show all cops the same until post-Game? I mean, Morgie might run it differently, but if it shows you as a cop, there's no guarantee to town that you're not paranoid anyway.
