    No, you only get a free interchange if the player who got penalised is put on report. If there is a high tackle and the player doesn't get put on report, just gets penalised but your player gets injured, it counts as an interchange. Unless the rule has changed which from what I can remember, hasn't.

    I'm pretty sure they have to be put on report. But any high tackle that leaves someone injured will always be put on report.

    There are times referee at the time of giving the penalty doesn't realise that the player is injured to the point where he needs to come off.

    ANYWAY, the point still remains that unless the player is put on report, the interchange is counted.
