Morgan kept wicket for England the 2009 Champion's Trophy and he has a first class stumping. Cricinfo calls him a part time keeper, and to seal the deal, he is a pure wicketkeeper on ICC2005.
Seems like he's bowled 11.24% of his team's overs (matches weighted for recency etc). 12.5% is considered full time, so if you did use him as a full time bowler the penalty would be pretty small (the closer to 12.5% it is the smaller the penalty will be). Alternatively you could hope he bowls a stack of overs before Feb 1.
I kinda feel like arguing with you on who is an 'average' vs 'good' wicketkeeper but I suspect that road leads to naught but pain.
Just to clarify, "evidence" for me is a scorecard, or a stumping in his stats (which Morgan has - so I'll add him in). Cricinfo calling people wicket keepers for no reason does seem to happen semi-regularly and ICC has been known to copy that.
Haha yeah. On this though, I know sometimes people use "average" as a more polite way of saying "crap", but in this case average does mean average. I have "poor" and "dire" categories below that for the crap ones. I've filed most regular keepers in as "average" with only about 12 rated "good" or "gun".
I think the 3-day stuff is playing... but he won't play in that with the one-day stuff starting 31st.

I’d say the same about Reece, guy was consistently opening the bowling and going through a ton of overs last season. Guess he didn’t reach the threshold as it was only 1 season out of his career. Bit annoying but understandable that Kusal is a part time WK but Mahmuddlah also? Wtf had no idea he had ever kept in a serious game.
If I changed the requirement from 12.5% to 10%, the following players would become full time bowlers: Sikandar Raza Zohaib Khan Mohammad Nawaz Jason Smith Marcus Stoinis James Neesham Luis Reece It does kinda seem like they should be, but on the other hand 12.5% (which is only 1/8 of the overs) seems like a fairer number to me. I was thinking of changing it to 10%, but those players being between 10 and 12.5 does mean any nerf they get if they're used as full timers will be very small anyway, so I think I'll leave it.
The following players are really close to being full time keepers too, to the point where the nerf for them doing it is basically nothing: Liton Das @Captain Jos Buttler @Gazza Das as discussed earlier in another thread is particularly hilarious. Needs to be 50% to be full time, he's 49.9757%.
