We already have a precident from when QLD defaulted to VIC last season: "For the purposes of the league table, this will be treated as a 3 try, 21 - 0 win to Victoria. " EDIT: So, obviously NSW take out a 3 try, 21 - 0 win. Which is in all likelihood less than they would have scored... Hmmm.

I'm really not sure why I opted for a 21 - 0 scenario. I probably found a Union match forfeit rule on the interwebs and went with that. But, I'd prefer a more significant disincentive. Keen to make it 35 - 0. 5 tries and a bonus point win.
I dunno about the bonus point. IMO giving the points is to ensure they're not disadvantaged, rather than giving them an advantage. Which you are doing by giving them a bonus point. Plus I don't think you'd really measure it in 'tries', surely it would just be X points.
I think the bonus point is actually important to avoid tactical forfeiting. If all you needed to do going into the last round was not concede a bonus point to finish first, then you could just forfeit on purpose to ensure it didn't happen.
That's a fairly specific situation though. That's like saying you shouldn't get a bonus point because if 1st place was clear and the next few were tied/close then the guys in first could forfeit to get a 'weaker' opponent into the finals. Now again that's an extremely specific situation that is likely to never happen. But making a rule to combat situations like that is just silly.
I mean you need to take them into consideration, But your main reasoning for giving the BP was What if 1st and 2nd happen to to play each other in the final round, while first is ahead by exactly 5 points. Now that's something to consider, but as a sole reasoning it's a bit weak.
I know a few unions use this rule (or along these lines) 20-0 scoreline. 4 comp points to the non forfeiting team. 1 point deducted from the forfeiter. That way it discourages people from forfeiting (more so than just a plain 20-0 loss) and it doesn't disadvantage the non forfeiting team.
Has to be a bonus point victory at a minimum other there's lesser penalty than having named one in probability. my 50-0. is overkill but 35-0 seems right as someome esle said.
