Because Hall went uncontracted last season and didn't suffer from bad performances like Benny did.

 

I'm not gonna penalise guys who signed up before the player ratings were changed because no-one wanted to give him a contract. That'd be even harsher imo. That's why I bought in two new teams, the amount of FA last season was massive. Most of those though registered after the first ratings change however and are rated lower as a consequence (for the reason you gave in your post).

 

There are only a handful of players in that catergory and it shouldn't really effect their performance if they remain active.
