Based on my observations from knowing Downes since I was 6 years old, I would assume that he will wait until the very last possible moment to announce his contract so every recruiter who has tried to court him for their team (apparently that's every single team in the sim, according to him) has to wait for his decision before they know to re-sign their current SF or PF or sign him to replace them.
