Yeah basically. You can use that $5.33M to sign anyone you want but you can also choose to exceed your salary cap in signing Dante Cunningham if you wanted to retain him. I'll have to check this when I'm off work. Could be a typo.

Good idea would be to go to hoophypes to see what salary they are currently on and then adjust accordingly.
No. Bird rights means you can sign him even if you're already over your cap. Restricted free agents mean you get right of first refusal and can match any offers that a player would accept to make them stay in your team.
