Nah, sounds about the best you could do. I guess it'll punish non-activity more than anything, which isn't such a bad thing.
Nice idea, weens out those that don't open the section at all. I think it will create discussion within subforums too with people talking about what they want to be trained in.
It doesn't really reward activity. It does make the sim heaps more interesting and makes selecting the teams more of a skill.
I think i prefer the training thing, although it means you can post once a round and still be considered "active". But post counts can lead to spamming, and accusations of spamming, and just a whole lot of general gayness.
